Abstract

Abstract: This paper provides a comprehensive examination of Library and Information Science (LIS) in Sagar, Madhya Pradesh, focusing on three interrelated domains: the pioneering role of Dr. Harisingh Gour University (formerly University of Saugor) as a regional center of LIS education, the public library infrastructure serving the district, and the research contributions emerging from these institutions. Drawing on historical records, current data, and user reviews, the paper documents Sagar's unique position as both an early adopter of formal LIS education—with programs established in 1983—and a district facing significant challenges in public library accessibility and quality. The paper identifies Dr. Harisingh Gour University as the anchor institution, producing decades of LIS scholarship including Ph.D. research dating to 1992, while the District Library of Sagar exemplifies persistent issues of limited operating hours, organizational deficiencies, and low community awareness. The paper concludes by proposing strategic recommendations for leveraging Sagar's educational assets to address local library service gaps through university-community partnerships and technology integration.
