Abstract: Dr. Sir Harisingh Gour (1870–1949) is remembered primarily as a jurist, educationist, and social reformer, but his socio-economic contributions to Indian society represent a transformative legacy that transcends these conventional labels. This research paper examines Gour’s multifaceted impact on the socio-economic fabric of India, focusing on four key dimensions: educational philanthropy as economic empowerment, legal reforms for economic justice, legislative interventions for social welfare, and institution-building for regional development. Drawing from biographical accounts, legislative records, and institutional histories, this paper argues that Gour’s approach to socio-economic reform was uniquely holistic—he understood that poverty, illiteracy, gender oppression, and caste discrimination were interlocking problems requiring simultaneous intervention. His decision to donate his entire life’s savings of approximately two crore rupees to establish a university in the underserved region of Sagar exemplifies his philosophy that education is the primary engine of economic mobility. Furthermore, his legal reforms—including the Hindu Code Bill, the Age of Consent Act, and the bill enabling women to practice law—had profound economic implications for marginalized communities. This paper concludes that Gour’s socio-economic contributions offer enduring lessons for contemporary development policy, particularly in the areas of educational access, gender equity, and regional economic empowerment.
